NORAD Modernization: Enabling Forward Operations

James Clarke; Deputy Director of the Strategy, Policy and Plans Directorate; NORAD and USNORTHCOM. spoke to RUSI(NS) and guests 17 February 2021.

NORAD and USNORTHCOM has “The Watch” and stands ready to defend our homelands and protect the populations of the United States and Canada every day. NORAD and USNORTHCOM is undergoing a significant modernization effort in order to position itself to better defend the homeland from new and emerging threats and challenges in the global security environment, including the increasing capabilities of near peer adversaries (i.e., Russia and China). The Strategic Homeland Integrated Ecosystem for Layered Defense (SHIELD) is NORAD and USNORTHCOM’s modernization strategy that takes a new approach to Homeland Defense that advocates for “all domain awareness,” machine learning to support a common operating picture (COP) with an array of advanced defeat mechanisms.
